by Ashok Dixit

New Delhi: India today expressed sadness over the passing away of Saudi Arabia's King Fahd on Monday, saying that during his 23-year-long rule, bilateral relations between the two countries had progressed to a new high. The Government declared a state of mourning for seven days for the departed leader and suspended all ceremonial and official functions for the period. The tricolour will remain at half-mast during the period as mark of respect. India has also decided to send an official delegation to Saudi Arabia, which will represent it at King Fahd's funeral. The delegation, which left for Saudi capital Riyadh today, is being led by the Union Minister for Power, P.M.Sayeed. Talking to mediapersons before his departure for Riyadh from the Indira Gandhi International Airport (IGIA), Sayeed said: "We learnt with great sadness the passing away of King Fahd and we are carrying messages of condolence from the President of India and also the Prime Minister of India to the leaders and the people of Saudi Arabia." Sayeed is being accompanied by India's former envoy to Saudi Arabia Talmiz Ahmed, who is presently the country's Special Representative on Oil and Energy Security-related talks. Eighty-four-year-old King Fahd died on Monday at the KIng Faisal Specialist Hospital in Riyadh after a prolonged illness. He had been admitted to the hospital on May 27 with acute pneumonia. A medical source said that he expired at around 8.30 a.m. (Indian Standard Time). The funeral is slated to take place today (Tuesday). Fahd has been succeeded by Crown Prince Abdullah, and according to sources in Riyadh, there is'nt going to be a marked departure from the policies followed by the late leader.

Fahd ascended the throne of one of the world's richest nations in June 1982, at the height of Saudi Arabia's petrodollar boom. His alliance with Washington and his decision to allow deployment of American troops in 1990 ahead of the first Gulf War created a sense of dismay and disquite among conservative Islamists espousing the traditional Wahabi form of the religion. During his rule, Fahd did not indulge in drastic political changes, but sought to maintain a balance between traditional Islamism and converting his country into a modern state in tune with moves for globalisation.

Kashmir infiltration started in '65: Former Pak Air Chief (Go To Top)

Islamabad: The former Chief of the Pakistan Air Force (PAF), Air Marshal Nur Khan has said that the PAF and the Pakistan Navy were not taken into confidence when the Pakistan Army launched a secret operation to push infiltrators into Kashmir in 1965. He said that the decision to launch infiltrators into Kashmir was taken by the then Pakistan President Field Marshal Muhammad Ayub Khan, commander in chief of the armed forces, General Muhammad Musa Khan and the divisional commander along with some cabinet and foreign ministry members. He said that General Musa, with Ayub Khan's approval and knowledge gave the orders for the infiltration into Kashmir, adding that the PAF and the Navy were totally kept in the dark about it, because the decision makers never expected the conflict to stretch beyond Kashmir. "It was a very secretive operation. Only the president, the divisional commander, who was directly involved in that operation in sending people, and the commander-in-chief knew about it. General Musa ordered the infiltration. Naturally, with the president's approval and knowledge of some in cabinet and the foreign office. But, again, a clique within the government rather than the whole government," the Dawn quoted him as saying.
