Nearly 3,000 Sikhs were killed across the country in riots spread over four days from the evening of October 31. The Commission was appointed by the previous NDA government in 1999 of which Akali Dal was a prominent constituent. Among the prominent people who deposed before the commission were former Prime Minister P V Narasimha Rao, who was then Home Minister, Vasant Sathe, Kamal Nath, Jagdish Tytler, Sajjan Kumar and Dharamdas Shastri. Former Union Minister H K L Bhagat, however, refused to appear before the commission citing his poor health.
