World Bank expert to inspect Baglihar Dam site

New Delhi: World Bank-appointed expert on the Baglihar Dam Dr Raymond Lafitte will visit the Dam in the last week of September to physically inspect the site. He would inspect the Dam in the presence of technical experts from both India and Pakistan. According to reports, India has agreed to the idea of physical inspection of the controversial Baglihar dam project, coming up in Jammu and Kashmir, by Lafitte, a Swiss engineer. The WB expert asked India to produce additional documents, including the complete design of the project, before the inspection. He said in no unclear terms that he was keen on giving his verdict in the matter as soon as possible. However, he did not give any timeframe and hoped that the two countries would cooperate with him in accordance with the provisions of the Indus Water Treaty. He impressed upon them to extend their cooperation under the spirit of the treaty. Pakistan has been demanding halt to work on the dam saying it would deprive it of the water from the Chenab River which flows from Jammu and Kashmir and enters Pakistan at Marala/Sialkot. Water storage will deprive Pakistan of the use of this river under the treaty. India has consistently denied any violation of the Indus Water Treaty while Pakistan says it violates the treaty and when complete, it would adversely affect farmers in Pakistan. According to reports, the agreement regarding inspection of Dam site by WB expert was reached at a two-day trilateral preliminary meeting of neutral expert Lafitte and the missions of both the countries in Paris. The two countries also agreed to have at least four more trilateral meetings in Paris starting immediately after the site inspection. The WB will announce the dates for the meetings after Dr Raymond reaches the UN headquarters. This was for the first time since the signing of the Indus Water Treaty around 45 years ago that India and Pakistan had to sit across the table under the auspices of the WB on the contentious project under the Treaty brokered by the bank.
