Governor returns Maharashtra dance ordinance

     Mumbai: Maharashtra Chief Minister Vilasrao Deshmukh's government faced a major setback on Thursday when state Governor S M Krishna sent back an ordinance intended to ban all dance bars across the state. Krishna, who has been spending most of this week referring to the constitutional propriety of the Deshmukh Government's move, suggested that the issue be discussed during the monsoon session of the State Assembly which begins on July 11. "There are enough and more precedents in Maharashtra itself where ordinances were not promulgated in view of the ensuing legislative session," a Raj Bhavan statement following a day-long meeting between the Governor and senior state government officials.

Issue non-bailable warrants for Bihar criminals: EC  (Go To Top)

     New Delhi: The Election Commission has asked the Bihar government to execute all non-bailable warrants pending against criminals and conduct special search operations to unearth illegal arms ahead of the assembly elections in the state. In a series of instructions to ensure free and fair elections in Bihar, the Commission has ordered preventive action against habitual offenders and anti-social elements to prevent them from participating in the electoral exercise in October-November. The Commission has asked the state government to send a district- wise consolidated report to the commission every week beginning from July 1. Officials sources said this could bring down the role of criminals and help the commission to check their influence in the forthcoming polls. The Commission also ordered the toning up of the police and the administration, and insisted that proper communication and infrastructural facilities be put in place at all levels. It also said that the Government of Bihar should allocate ''sufficient funds'' to the state's Chief Electoral Officer (CEO) for preparing electoral photo identity cards in Bihar. District collectors have been told to conduct special comprehensive training programmes on the functioning of the electronic voting machines immediately for the representatives of the political parties and officials.

Accused in Pataudi black buck case surrender (Go To Top)

     Jhajjar (Haryana): The remaining two accused in the June 5 endangered black buck hunting case involving former Indian cricket captain Mansoor Ali Khan Pataudi also surrendered at a Jhajjar court on Thursday. Daya Suddin and Karam Singh, whose name also figure in the FIR along with six others surrendered in the court of Chief Judicial Magistrate Sudhir Jiwan who remanded them to a police custody for a day. With the surrender of the two, all eight accused in the case have given themselves up. Madan Singh was the only accused who was arrested by police early this month. Six of the accused, including Pataudi are now on bail. Dayal Singh, driver of Shashi Singh and an accused in this case, who had surrendered on Wednesday filed a bail plea which will come up for hearing in the local court on Friday. Pataudi and seven others were booked by Haryana police under various sections of the Wildlife Protection Act for hunting a black buck, an endangered species near a wildlife sanctuary here on June 3. An FIR was registered against them two days later. If found guilty they face a jail term of upto seven years and a fine of Rs. 25,000.

CPI (ML) protests hike in oil prices (Go To Top)

     New Delhi: Activists of Communist Party of India (Marxist-Leninist), CPI (ML), took to streets here today raising slogans against Centre's decision to raise retail petrol and diesel prices. With placards, reading "Down with UPA," the protestors marched through the streets of the capital, demanding an immediate roll back. "This protest which is going to continue for a week is against the recent hike in the prices of petrol and diesel. We demand the immedIate rollback of prices," said Sapan Mukherjee, member of Central Committee of CPI (ML). The Left Front has also opposed the fuel hike but the government, faced with a combined central and state deficit of more than 9 percent of gross domestic product, needs the revenues to bridge the fiscal gap. India imports 70 percent of its crude and retailers have been squeezed by higher global prices because they have been selling petrol, diesel, cooking gas and kerosene at the same level for seven months.

Bill on domestic violence (Go To Top)

     New Delhi: The Union Cabinet on Thursday approved the introduction of the Protection of Women from Domestic Violence Bill, 2005 in Parliament. The proposed Bill will provide effective protection and remedy to women against domestic violence of any kind and will thus fill a void in the existing legal framework. A comprehensive bill defines "domestic violence" in detail which will include actual abuse or the threat of abuse that is physical, sexual, verbal, emotional or economic. Harassment by way of unlawful dowry demands to the woman or her relatives would also be covered under this definition of the Protection of Women from Domestic Violence Bill, 2005. The Bill, which fills a void in the existing legal framework, seeks to provide effective protection and remedy to women against domestic violence, Defence Minister Pranab Mukherjee said after the cabinet meeting in New Delhi, adding that the Criminal Procedure Code did not adequately protect the women who are meted out such treatment. The Bill seeks to cover those women who are or have been in a relationship with the abuser where both parties have lived together in a shared household and are related by consanguinity, marriage or adoption. In addition, relationship with family members living together as a joint family are also included. Even those women who are sisters, widows, mothers, single women or living with the abuser are entitled to legal protection under the proposed legislation, he said. The Bill seeks to protect the rights of women to secure housing. It also provides for the right of a woman to reside in her matrimonial home or shared household, whether or not she has any title or rights in such homes or households. This right is secured by a residence order which is passed by the Magistrate. The legisation empowers the Magistrate to pass protection order in favour of the abused to prevent the abuser from aiding or committing an act of domestic violence or any other specified act. Besides, it provides for appointment of Protection Officers and registration of non-governmental organisations as service providers for providing assistance to the abused with respect to her medical examination, obtaining legal aid and safe shelter.
