EC team arrives in Bihar

     Patna: A two-member Election Commission team today arrived in Patna to make a preliminary assessment of the preparedness of the state election machinery and the prevailing situation in the state. Deputy Election Commissioner Anand Kumar and Commission's legal advisor S.K. Mahendiratta will meets representatives of political parties, civil and police officials during their two-day mission. Commission sources said the team will also make an assessment of the "infrastructural and logistical requirement" for holding re- elections in the state, where the state assembly was dissolved after no political party or alliance could cobble up enough numbers to form a government after the March elections. The team would also make an assessment of factors like weather, festivals, school schedules, training of poll personnel and movement of security forces and Electronic Voting Machines (EVMs) before deciding on the poll schedule. While the opposition NDA has demanded early re-poll, Union Law Minister H.R. Bharadwaj has given enough indications that the Centre is in favour of holding the polls in September-November, after the monsoon season. NDA took exception to Bharadwaj's missive and shot off to the Commission demanding early polls, in the last week of June or first week of July. They said the EC alone has the powers to decide the poll schedule and it should ensure a "free, fair and objective" elections. The NDA feels that since preparation of voters list and other things had already been completed, there should be no problem in holding early elections. They said, the urgency shown in dissolving the Assembly 'in the midnight' should be shown in holding the elections also. The NDA is looking to encash the prevailing sense of despondancy in the state and to convert a possible anti-Paswan and anti-Lalu sentiment to their electoral advantage.

Microchip to tackle stray cattle menace in New Delh  (Go To Top)

     New Delhi: A microchip inserted inside cows in New Delhi will help authorities check the stray cattle menace while benefiting dairy owners with easier insurance facilities and organizing the dairy sector. To tackle the menace, the Municipal Corporation of Delhi (MCD) plans to insert a specially designed microchip inside the abdomen of each cow. The chip would carry detailed identification about the animal. Besides helping trace cattle straying away from their sheds, the identification tag provided by the chip will also offer hassle-free insurance to owners. "Earlier, we did not get the insurance because there was no way to identify the cattle. But with the chip, it is going to be very easy to identify cows. If something happens to our cattle, we can easily claim insurance," said Pradip, owner of a dairy farm whose cattle have been installed with the chips. MCD has made it mandatory for dairy owners and cowsheds to register their cattle and insert the microchip.

Congress retains Sonia as party president (Go To Top)

     New Delhi: The Congress party today re-elected Sonia Gandhi for the post of party President unopposed. A formal announcement of the her retainment on the top post in the party will be made on Saturday, after scrutiny of the nominations. The Chairman of the All India Congress Committee's (AICC) Central Election Authority, Oscar Fernandes, said that Sonia was the lone candidature for this post till the end of the deadline at 3:00 p.m. today. The re-election of Sonia seemed conclusive in view of her name being proposed for the post by Prime Minister Manmohan Singh, several senior party leaders, party Chief Ministers and Union Ministers. Unlike the previous election, when senior party leader late Jitendra Prasada was in fray for the party Presidentship against her, there was no challenger to Gandhi this time. Sonia had renounced the top post of the Prime Minister after the United Progressive Alliance (UPA) got the majority in the last years Lok Sabha elections and nominated Manmohan Singh for the post. She was then made the Chairman of the ruling coalition. She also heads the National Advisory Council on the National Common Minimum Programme (NCMP) of the UPA government. Sonia had first taken over party's reigns in 1998 replacing Sitaram Kesri. This is the first organisational election in the party since the comeback of the UPA coalition at the Centre.

Setback to BJP in Goa, two elections sets aside (Go To Top)

     Panaji: The BJP today got another setback in Goa when the Panjim Bench of the Bombay High Court set aside the election of its two MLAs because they were holding government posts at the time they contested polls in 2002. Following the judgement, the BJP said it would move the Supreme Court against the decision. A single-judge bench of the HC set aside the elections of Rajendra Arlekar from Vasco seat and Dayanand Mandrekar from Siolim seat. The two had won from their respective seats in the May 2002 elections. The court, however, granted a stay of 30 days on the order. Two NCP MLAs who had unsuccessfully contested against these two MLAs had filed separate petitions against the Constitutional validity of these legislators. With the court's decision, BJP's strength in the 40-member Goa Assembly has come down to 14. With 17 seats, the Congress seems to be in a position to form a government with the help of the NCP. Interestingly, re-polls are being held on as many as five Assembly seats. A couple of months ago, the sitting MLAs from these seats had withdrawn support to the Manohar Parrickar government as a result of which the BJP government was reduced to majority. Applying the Anti-Defection law, the five MLAs were disqualified and re-polls ordered. For the June 2 re-polls, four among the five ex-MLAs, who formerly belonged to the BJP, are now contesting on Congress tickets.
