New US envoy in India, Eric Garcetti, is a climate expert
Biden has seen Garcetti from close quarters as he had headed Biden's election campaign last year. The Mayor of Los Angeles is a globally known climate advocate and has worked in various walks of life. This new assignment will be his non-political posting, but as ambassador to China's neighbour is strategically significant. On home front, Angelenos are concerned as he leaves at a time when the great city is just opening up after a devastating covid pandemic vis-a-vis tourism and Hollywood even as his adversaries remark that he is a guy always involved in global issues at the expense of those of the streets.

NEW DELHI, July 15: US President Joe Biden nominated Eric Garcetti as the new Ambassador to India last Friday, a non-political assignment. Currently he is the Mayor of Los Angeles.

Garcetti, a known climate advocate, had co-chaired Biden's presidential campaign last year. He has been Mayor since 2013.

Biden sees the importance of India as a key ally to hold the expansionist China in check and therefore the nomination of his close aide to the position.

Garcetti has been instrumental in making 400 US mayors to adopt the Paris climate agreement. He is currently the head of C40 Cities. The C40 Cities Climate Leadership Group is a group of 97 cities around the world. On behalf of the C40 Cities Garcetti had worked in India for the expansion of the organisation and for the promotion of environmental actions.

Garcetti was a Rhodes Scholar, who studied at Oxford and the London School of Economics. He conducted field work on nationalism, ethnicity and human rights in Southeast Asia and Northeast Africa, the White House said. It said he spent 12 years as an intelligence officer in the US Navy.

Garcetti issued a statement saying he was "honored" to accept the nomination, which has to be confirmed by the US Senate. The Senate may take about two months.

“I have committed my life to service — as an activist, as a teacher, as a naval officer, as a public servant and, if confirmed, next as an ambassador,” he said. “Part of that commitment means that when your nation calls, you answer that call.”

There have been controversies as well. His office was accused of laxity in dealing with a sexual harassment case involving an aide in the office and that had adversely affected his profle too over the last year. There were also allegations against Garcetti's chief of staff over improper conduct.

Garcetti is leaving the city at a critical time as it recovers fast from the grip of a devastating coronavirus and Angelenos are getting back to work and business. All economic activities have opened up. Tourism needs to pick up, according to analysts. And there is a question mark over Hollywood!

City Councilmen said he is a skilled diplomat and he will make a great ambassador and will do Los Angeles proud. It is a “phenomenal" appointment. However, his adversaries lamented that he always got involved in global issues at the expense of those of the streets.

White House statement

The following is the brief bio issued by the White House upon his nomination:-

"Eric M. Garcetti has been the Mayor of the City of Los Angeles since 2013, following 12 years as a member of the City Council, including six as Council President. As Mayor, Garcetti oversees the busiest container port in the Western Hemisphere, the largest municipal utility in the country, and one of the busiest airports in the world. He led LA’s successful bid to return the summer Olympic Games to American soil for the first time in three decades. He currently chairs LA Metro, the country’s second-busiest transit agency, which is building or extending 15 new transit lines, and shifting to an all-electric fleet.

"Garcetti co-founded Climate Mayors and led more than 400 U.S. mayors to adopt the Paris Climate agreement. He is the current Chair of C40 Cities – a network of 97 of the world’s biggest cities taking bold climate action and has led the organization’s engagement and expansion in India as well as C40’s global response to the COVID pandemic through the sharing of best practices and resources.

"During 12 years as an Intelligence Officer in the U.S. Navy Reserve Component, Garcetti served under the Commander, U.S. Pacific Fleet and the Defense Intelligence Agency, retiring in 2017 as a Lieutenant. A Rhodes Scholar, he studied at Queen’s College, Oxford and the London School of Economics and Political Science. Garcetti was selected as an inaugural Asia 21 Fellow of the Asia Society, and taught at Occidental College’s Department of Diplomacy and World Affairs, as well as at the University of Southern California’s School of International Relations. He has lived and conducted field work on nationalism, ethnicity, and human rights in Southeast Asia and Northeast Africa. He is the founding Chair of the Latino Alliance of Mayors at the U.S. Conference of Mayors, serves on the Board of National Association of Latino Elected and Appointed Officials, and speaks fluent Spanish. Garcetti earned a B.A. and M.A. at Columbia University, where he was a John Jay Scholar."
