UK bans American XL bully dogs after fatal attacks; new law likely

LONDON, Sept 16: Following a spike in fatal dog attacks, mostly by the American
XL bully dogs, Prime Minister Rishi Sunak declared on Friday that the UK will
ban the XL breed by year-end.
The immediate instance that forced Sunak's hand was the horrendous attack
of a man by two XLs in Staffordshire in central England the previous day resulting
in his death.
Sunak said he "shares the nation's horror". It is a danger to the community,
particularly children. He was quite firm when he said he will take all steps
necessary to keep the people safe. A law will be enacted towards this by year-end,
he added. The breed will be banned under the Dangerous Dogs Act. The law was
made in 1991.
A week earlier an 11-year-old girl was attacked while walking to the market
with her sister in Birmingham.
"It's clear this is not about a handful of badly trained dogs, it's a pattern
of behaviour and it cannot go on," Sunak said in his video message.
According to Bully Watch, the breed was responsible for half of casualties
of last year. Bully Watch campaigns for a ban on selling and breeding of XL
bully dogs.
However, animal welfare bodies are asking how ban on a particular breed is
going to help prevent dog bites. They want the Government to promote "responsible
dog ownership and training".
Bred from American pit bull terriers, XL bully dogs first arrived in the UK
in 2015. And the number began rising and now there are thousands. Weighing up
to 60 kg, it has a very strong build. Pit bull terriers, Japanese tosa, dogo
Argentinos and fila Brasileiro dogs were banned in 1991.
Some of the highly aggressive foreign breeds are American pit bull terriers,
dogo Argentino, rottweiler, Neapolitan mastiff, boerboel, presa canario, wolf
dog, bandog, American bulldog, fila Brasileiro, Japanese tosa and cane corso.
