       A rainy and chilly morning in Delhi       New 
        Delhi: Unseasonal rain brought traffic to a standstill in several 
        parts of the Capital, and brought temperature down by few degrees. Traffic 
        jams were reported from many parts in the city, giving a tough time to 
        the people on their way to offices, schools and colleges. "To cover a 
        distance of 500 meters, from Mahipalpur to Palam Red light, it took me 
        more than 30 minutes. Flyovers are being erected, but they aren't able 
        to meet their deadline. Had the Palam Red Light flyover been built on 
        time, the traffic wouldn't have been snarled here," said Pankaj while 
        on his way to his office. "We don't have proper traffic management in 
        Delhi, which is our national capital. The number of car here is increasing 
        day by day. There was a report in a newspaper that if we park all cars 
        of Delhi in a queue, it will end at New York. Metro Rail has become operational, 
        scores of flyovers are being built, but it seems as nothing can solve 
        the traffic problem here," said another irate commuter. The traffic almost 
        stopped at ITO, Dhaula Kuan and Palam crossing at around 10 a.m., which 
        is the peak hour for traffic. According to the Met Office, 2.2 cm of rains 
        was recorded today. Many parts of northern India have been receiving rains 
        and snowfall since Friday.
