Canada pulls out 41 diplomats; visa services hit; VFS is open

The in-person visa services at the Canadian consulates outside Delhi will stop. Therefore visa processing in India will slow down for the time being. However, VFS Global centres in New Delhi, Jalandhar, Chandigarh, Mumbai, Ahmedabad, Bengaluru, Chennai, Hyderabad, Kolkata and Pune will remain open. India has been Canada's largest source of new migrants.

NEW DELHI, Oct 20: Canada has pulled out 41 diplomats and their families from India after New Delhi told Ottawa that their diplomatic immunities will be revoked if they are not repatriated. Ottawa was told early this month to comply with New Delhi's demand to ensure parity in diplomatic staffing.

With the withdrawal of a large number of diplomatic staff, the in-person visa services at the Canadian consulates outside Delhi will stop. However, visa services provider VFS Global said its visa service centres will remain open in 10 Indian cities as usual.

Indo-Canadian relations were adversely affected when Prime Minister Justin Trudeau made public his allegation that Indian agents had a hand in the killing of Khalistani Sikh separatist leader Hardeep Singh Nijjar and expelled an Indian official. Hardeep Singh Nijjar was murdered on June 18 in Surrey in British Columbia in Canada by unknown assailants. While rejecting the allegation about Nijjar as “absurd” and “motivated, India reciprocated by asking a Canadian Intelligence official to leave India and also told Ottawa to reduce its diplomatic presence to bring parity. While India had 21 diplomats in Canada, Canada had 62 in India. New Delhi had asked Canada to repatriate 41 of its staff, by October 10.

“Canada confirms that India formally communicated its plan to remove immunities unilaterally for all but 21 Canadian diplomats and dependants in New Delhi by October 20, 2023,” the Canadian Foreign Ministry said in a statement on Thursday.

Canada's Foreign Minister Melanie Joly confirmed on Thursday that many Canadian diplomats and their dependants in India have left the country.

Canada has therefore temporarily suspended in-person services at consulates in Bengaluru, Chandigarh and Mumbai, leaving its High Commission in New Delhi as the only place it will offer in-person services.

With the withdrawal of staff, Canadian Immigration Minister Marc Miller said, visa processing in India will slow down for the time being.

India has been Canada's largest source of new migrants.

“The state of our bilateral relations, the much higher number of Canadian diplomats in India, and their continued interference in our internal affairs warrant a parity in mutual diplomatic presence in New Delhi and Ottawa,” India’s Ministry of External Affairs said in a statement Friday.

After the diplomatic expulsions last month, India had suspended visa application processing in Canada.

“Please note that our Canada visa application centres across 10 Indian cities continue to operate normally, as instructed by the Immigration, Refugees and Citizenship Canada (IRCC)," VFS Global said in a statement issued on Friday.

The Canadian visa applications are handled by VFS Global in the cities of New Delhi, Jalandhar, Chandigarh, Mumbai, Ahmedabad, Bengaluru, Chennai, Hyderabad, Kolkata and Pune.

The IRCC is the nodal immigration authority of Canada. It said, “IRCC is reducing its number of employees in India from 27 to 5. IRCC will continue to accept and process applications from India, but reduced staffing levels are expected to impact processing times." The five staff who will stay back will deal with sensitive and urgent matters.

It also said that “89 per cent of Indian applications are processed through the global network" and not within India.

The incident has triggered a debate on social media whether the officer refused to take orders from a party leader or he was accused of any corruption, some netizens justifying the handling in either case, that Ratnakar was blocking public welfare work! The terminations are part of a large-scale exercise going on all across Fed departments and organisations to reduce wasteful Government expenditure as decided by a Trump in a mess gone berserk, and improve administrative efficiency following the whims of billionaire and his associate Elon MusK and his DOGE. It has not been shared how terminations are going to raise the efficiency bar! It looks like Trump has stolen some of the prescriptions meant for India. But the American problems are quite different.
