Man proposes, God disposes: "Everyone will be treated in Delhi", L-G overrules CM

"We will try to provide treatment for everybody," Kejriwal agrees, bowing to the L-G's order. Delhi Government had announced on Sunday that in view of the coronavirus crisis the limited medical facilities in the Capital will be reserved for the residents of Delhi.

NEW DELHI, June 8: Right to health is an integral part of right to life, Lieutenant Governor Anil Baijal quoted Supreme Court judgements to overrule Chief Minister Arvind Kejriwal, who had announced on Sunday that the hospitals in Delhi will be reserved for the residents of Delhi during the present crisis caused by the coronavirus epidemic.

The Chief Minister had said that during the present crisis the limited health infrastructure will be overwhelmed by people from outside in no time as medical treatment is free and better here and that the local residents will have nowhere to go.

He asked what were the other Governments doing in the past few months of medical emergency, not providing for the most fundamental things for the people.

The L-G also overruled the Delhi Government's decision on who all are allowed to take the test for coronavirus. He said even asymptomatic people and high risk contacts should also be allowed to undergo the test. The ICMR guidelines should be followed.

Treatment "should not be denied to any patient on the ground of being non-resident," the L-G's order said. It is a violation of the Constitution. Right to health and life is a fundamental right. Therefore, "everyone will be treated" in Delhi. Delhi hospitals are for all, he said.

No discrimination will be allowed. Nobody will be denied treatment on the ground of being non-resident, the L-G said.

Reacting to the L-G's order negating the Government's decision, the Chief Minister said it will create a problem. It is also a challenge to provide for the facilities for all. However, he said, "We will try to provide treatment for everybody."
