Nepal Lower House okays Bill to include Indian territory in map

The territories are Kalapani, Limpiyadhura and Lipulekh, which, Indian sources said, “lie completely within the territory of India”. They are presently in the Indian State of Uttarakhand. Nepal has already published the altered new map

KATHMANDU, June 10: Nepal's House of Representatives, the lower house, on Tuesday passed, pending amendments, a constitutional amendment Bill redrawing the country's map to include parts of Indian territory, claiming it to be historically its own.

The included territories are Kalapani, Limpiyadhura and Lipulekh, which the Indian Ministry of External Affairs says “lie completely within the territory of India”. They are presently in the Indian State of Uttarakhand.

Nepal has already issued the new map, including Limpiyadhura, Kalapani and Lipulekh, although the Bill has to go through more procedures. Changes have been effected in the emblem.

Nepal's Foreign Minister Pradeep Gyawali said that a resolution will only be through dialogue. “We are for starting dialogue soon. The problem will be resolved through diplomacy. We are not trying other alternatives. It is not necessary to make either,” Nepal's Foreign Minister Pradeep Gyawali said in the House of Representatives.

“There is no reason not to accept the Kali as the border. We will hold dialogue on the basis of historic facts. We will have our rights on our land,” he added.

A constitutional change requires two-third majority support from the legislators but Prime Minister KP Oli did not have the necessary backing.

The Nepali Congress, the Madheshis and the new Janata Samajwadi Party came on board to support the Bill.

The Nepal Bill claiming parts of Pithoragarh in Uttarakhand is a blow to Indo-Nepalese relations. Nepal accuses India of not coming forward for talks to resolve the issue. The dispute revolves round the origin of Kali river, Nepal says. It quotes the Sugauli Treaty.
