India notifies coronavirus outbreak as disaster

The notification says the Government has decided to treat coronavirus as a notified disaster for the purpose of providing assistance under SDRF. More quarantine camps will be set up and needed equipments will be purchased in the States.

NEW DELHI, Mar 14: As the confirmed cases of coronavirus infection rose to 84 today, the Central Government declared covid-19 outbreak as a disaster. The State Governments will have additional powers needed to mobilise resources to meet the contingenies arising out of a lockdown in several States to prevent further transmission of the infection.

The move would enable the States to spend larger amounts from the State Disaster Response Fund (SDRF) to fight the pandemic.

The declaration facilitates setting up of quarantine camps by taking over properties and use of SDRF funds for purchase of healthcare equipments, setting up of more labs for coronavirus testing and purchase of thermal scanners etc.

The Home Ministry issued the notification declaring the coronavirus outbreak as a "notified disaster." It said, "The Central Government, keeping in view the spread of covid- 19 virus in India and the declaration of covid-19 as a pandemic by the World Health Organisation (WHO), by way of a one-time special dispensation, has decided to treat it as a notified disaster for the purpose of providing assistance under SDRF."

The virus scare has shut schools, colleges, malls, cinemas and offices in over a dozen States, and the economy is on a nosedive. Three new cases were reported from Uttar Pradesh, Jammu and Kashmir and Delhi. Ten patients had recovered and were discharged. Of them was a Delhi man who was the first case in Delhi. 4,000 people detected under contact-tracing are under surveillance in Delhi.

In connection with Delhi's first death yesterday and the dispute over cremation, AIIMS director Dr Randeep Guleria told a reporter, "Virus does not spread through dead bodies. You need to cough or sneeze and then only will coronavirus spread."

An Indian citizen is the first case in Rwanda. He had come from Mumbai on March 8 and on March 13 tested positive.

Outside China, the epicentre has shifted to Europe, mainly Italy, which has registered 21,000 infections and 1,400 deaths so far.
