Cinemas, swimming pools to reopen on Oct 15; Decision on schools left to States
Cinemas, theatres and multiplexes are allowed to open with upto 50% of seating capacity from Oct 15; There will not be any restriction on inter-State or intra-State movement of people and goods. No separate permission/approval/e-permit is required for such movements; States to decide on opening of schools from Oct 15.

NEW DELHI, Sept 30: The Ministry of Home Affairs (MHA) issued new guidelines on Wednesday further relaxing coronavirus lockdown restrictions for opening up of more activities in areas outside the containment zones in the country.

The following activities are permitted from October 15 for which standard operating procedures (SOP) will be issued by the respective ministries.

  1. Cinemas, theatres, multiplexes will be permitted to open with upto 50% of their seating capacity.
  2. Business to Business (B2B) exhibitions
  3. Swimming pools being used for training of sportspersons
  4. Entertainment parks and similar places

The States and Union Territories have been allowed to decide on opening of schools and other educational institutions after October 15 in a graded manner. The Governments will take the decision in consultation with the management of the respective school/institution. However, preference should be given to online learning. Students who want to continue online classes may be allowed to do so wherever possible. Students may attend schools/institutions only with the written consent of parents. Attendance will not be enforced. Higher education institutions will open for research, PG students needing lab work from October 15.

The States and UTs are now allowed to permit all gatherings of more than 100 persons with certain conditions. Gatherings of upto 100 people have already been allowed.

Lockdown will continue to be implemented strictly in the containment zones till October 31.

States and UTs will not impose any local lockdown outside the containment zones without prior consultation with the Central Government.

There will be no restriction on inter-State and intra-State movement of people and goods. No separate permission/ approval/e-permit is required for such movements.
