US Congress passes Russian sanctions Bill to impose 100% tariff on India, others

Now the Bill goes to Trump for signature. As it gives Trump discretion in imposing tariffs, he can also use it as leverage to pressure India into signing the pending trade agreement on his own terms.

WASHINGTON, Sept 16: The US House approved the Graham Bill by 262 votes to 159 on Wednesday.

The Lindsey O Graham Sanctioning Russia and Iran Act of 2026 allows Trump to impose up to 100% tariff on countries violating the rule. He can also choose to exempt India or any country from the purview of the Act. That way the US can put pressure on India sign the pending trade agreement on its own terms.

Now the Bill goes to Trump for signature.

The US Senate had voted the Graham Bill by an overwhelming bipartisan vote count of 86–11 on August 7.

The Bill was introduced last year. The objective of the Bill is to stifle Russian economy to stop its invasion of Ukraine by sanctioning those buying Russian crude oil.

The Bill gives the President powers to impose up to 100% tariffs on major buyers of Russian crude oil. The najor buyers are China, India, Slovakia, Hungary and Azerbaijan. The Bill also covers Iran.

Since the Ukraine invasion started, European sanctions on Russia left its crude oil losing demand and prices plummeted. Then India started buying more. India’s crude imports has steadily increased and Russia has become India's biggest supplier of crude especially with the West Asia conflict restricting supplies. India's dependence on Russian crude went up 30%. That amounts to supplies worth $40 billion out of a total crude imports worth $135 billion. China is the largest buyer of Russian crude oil.

The Bill is named the Lindsey O. Graham Sanctioning Russia Act of 2026 in honour of the late Republican Senator who brokered the deal shortly before his death. It was co-authored by Democratic Senator Richard Blumenthal.

The consensus reflects the objective of choking off the oil revenues funding Russia’s war effort in Ukraine. The US says the crude oil trade is funding the Ukraine war.

This is first time in the US tariff is used as a weapon in foreign policy.

The sanctions extends economic penalties targeting Russian banks, officials, its energy/defence sectors and the "shadow fleet" of oil tankers, alongside extra measures against Iran.

The preliminary probe report claims both the fuel control switches were in ‘CUT OFF’ mode moments after lift-off (FADEC may be set to register like that). What motivated Trump's newfound policy, apart from being a stunt to justify his existence in the White House, is a false realisation that increased tariff will make foreign goods prohibitive, thereby boosting local production, and create more jobs, and more prosperity will ring in! If that is true, India would have been shining by now: Producing own Rolls-Royce La Rose Noire Droptail and Scotch Whiskies! And what about coconut and palm oil by America! (Today's headlines )
